“國務秘書”實際上是初級部長，薪水較低，辦公室預算較少，員工較少，法定權力也較少。目前的薪級表顯示，內閣部長在議員209,800加元的薪水基礎上，額外獲得99,900加元。“國務秘書”的薪水將在其議員薪水的基礎上額外獲得74,700加元。
總理辦公室官員表示，“國務秘書”將被邀請參加內閣和內閣委員會會議，但僅限於與其職責相關的會議。
這是卡尼的第贰任內閣，但這是他第壹次在非看守政府時期組建內閣。在前總理賈斯汀·特魯多執政的最後壹屆內閣中，他最初將團隊人數從39人縮減至23人。
議會定於5月26日復會，卡尼已宣布查爾斯國王將於次日發表施政報告演講。
